In Vic 3, the drawbacks of keeping the Landowners far outweigh the tepid benefits you get from keeping them. Being stuck with Traditionalism and Land-Based Tax are terrible, and the only real benefit they offer - Outlawed Dissent - is unlocked long after the Landowners stop being relevant. They're a totally negative interest group.

Landowners hate it. They also hate laissez faire, which is super powerful as nothing builds an investment pool of the same size (early on argarianism might be better, but LF overtakes it quickly). So yeah, they are your domestic enemies in 90% of games unless you want to roleplay a nation that stays in a weird postfeudal limbo.
