List of flags
Flags which are listed multiple time have multiple entries in /Victoria 3/game/common/flag_definitions/ (usually with different conditions or different rules about where to show the flag of the overlord). Countries which have only one flag are not included in this list, because they can be found in the list of countries.
Canada
All Canadian countries have access to the following journal entry and decision. Note that none of these actually form Canada, which must be formed manually through the usual mechanics.

Yeah, that was indeed a proposed flag. The blue was meant to represent a united Canada from "sea to sea" before the blue was changed to red and made official.

Canadian flag designs for a more immersive experience
Something I love about Victoria 3 is the surprising amount of attention given to Canada. However, the country lacking a rich history of flags beyond the ones we know today has led to some odd visuals.
Expanded Flag Pack
I think flags are cool so I'm adding a bunch of them to Victoria 3. Paradox did an absolutely amazing job with the flag set in this game -- tons of fun and flavourful designs that really give off a strong Victorian vibe. But there were so many awesome flags from the period that didn't make the cut, and I think it'd be cool to see them in the game.
Unified Canada Dominion Flag : r/victoria3
This flag would make sense 100 years later, but not for 1860s Canada. It should just be the red ensign for a united Canada that is a dominion of Britain. It shouldn't be anything else unless they gain full autonomy.

Well, good news there - we can use more than one flag! We got dynamic flags triggered by script! Any trigger which is valid for a country, like checking if a specific state is owned by the player or if a war is happening, can be used to trigger a different flag in the game.
